D ealing with the emergence of a local e-government leads to highlight
the ICT development in the implementation of public policies at local
level. It is also a way to question about the meaning of these transforma-
tions. In other words, does the local e-government mean a simple compu-
terization of the public services offered by the local authorities or does it
reveal on the contrary, a deep mutation of the local governance? This ana-
lysis aims to highlight the issues, the difficulties and the challenges linked
to such an evolution in the French system.
To achieve public policies which they are responsible for, local authorities
resort more and more to new technologies. Even though the ICT budgets
of local authorities only represent 2% of their total budget, the impact of
this expense is determining. Moreover, this expense is probably underes-
timated according to official reports established by some Regional Courts
of Accounts. In particular, these reports raise a weakness concerning the
knowledge of ICT costs. Indeed, these expenses are not distinguished from
those dedicated to the general administration. Nevertheless, an upward
trend of ICT expenses can be noticed.
In France, local authorities resort more and more to new technologies to
lead their public service task. For example, it is the case for providing birth
and marriage certificates, land-registry documents, or for managing electo-
ral lists. ICT are also used to ask citizens’ opinion on Internet about public
policies led by municipalities.
This evolution is significant especially because it incites local authorities to
rethink about their organization in order to be able to face these new issues.
§ 1 – The Emergence of a Local E-Government: What Kind of Adaptations in
the French System?
Local authorities have to adapt themselves to the implementation of a local
e-government. This process is necessary at a two-level basis. On the one
hand this evolution leads to a reorganization of local public services, and
on the other hand it contributes to strengthen local authorities’ responsibi-
lities as regards to the legal level.
A) The Implementation of Local E-Government Leads to a Functional
Adaptation of Local Public Services
The ICT use incites local authorities to adapt to these evolutions from a
functional point of view. In other words, local authorities should reorganize
the implementation of the public services they are responsible for, notably
