II. Information and informatization as elements of the Public Govern-
ance

Processes of informatization have profoundly influenced the life of Russian
society. More than 50 million citizens use the Internet. The quantity of mo-
bile devices (phones, TVs, laptops, IPads) outnumbers the population. E-mail
is actively used, the number of electronic services is increasing, and electron-
ic trade and electronic mass Media develop.
The document “Strategy of development of information society in the Rus-
sian Federation” has been adopted for the years 2008 to 2015 inclusive. From
the beginning of 2009 one more important act “Strategy of national security
of the Russian Federation till 2020” has been confirmed by the President of
Russia. This document adds and develops everything that was already made
on the basis of the Federal Objective program “Electronic Russia 2002-
2010”.
The other document “Strategy of development of information society” takes
into consideration fundamental theses of the Okinawa Charter’s global in-
formation society, the plan of actions of Tunisian obligation and other inter-
national documents accepted on the World summit concerning problems of
information society’s development. The formation and development of an
information society in Russia pursues the purpose of raising the living stand-
ard of citizens, assuring the competitive ability of Russia, developing eco-
nomic, sociopolitical, cultural and spiritual spheres of society, and perfecting
systems of Public Governance by the use of information and telecommunica-
tion technologies
This document describes following principles of the information society
development: partnership of State, business and civil society; freedom and
equality of access to information and knowledge; support of domestic manu-
facturers of production and services in the sphere of information and tele-
communication technologies; promotion for the international cooperation
development in the sphere of information and telecommunication technolo-
gies; assurance of national security’s measures in the information sphere.
This Strategy’s objects embrace a wide range of questions: improvement of
efficiency of the State government and local self-government, interaction of
the civil society and the business community with public authorities, quality
and efficiency of public services, development of modern information and
telecommunication infrastructure, rendering of qualitative services on its
bases and guarantying a high level of access to the information and technolo-
gies for the population. It is obvious this document has the priority as it de-
termines control values of indicators of the information society development
in the Russian Federation, for example the place of the Russian Federation in
