Two new circumstances of relations between a person and society were es-
tablished thanks to the development and the expansion of electronic technol-

ogies. Firstly, the time for transferring the information is reduced almost to
zero. Secondly, the regime of bounds in geopolitical state system regarding
virtual dialogue was considerably changed. The individual “easily oversteps
the limits” of the State, becoming a citizen of the world. How do these cir-
cumstances influence on the traditional Public Governance and the transpar-
ency of public power, on the society and person security? It is one of the
principal questions for understanding the modern governance including Pub-
lic Governance.

I. Approach to the problem

Taking into consideration its own policy, each State carries out informatiza-
tion processes. In any case this policy is aimed at both the defense of sover-
eignty and historically developed territory and population, with using meth-
ods of security’s assurance including information security. There is confu-
sion between two ideas centripetal and centrifugal to the ideology and prac-
tice of State policy. Bureaucracy is conflicting with liberty, which is often
understood to be advocacy of one’s own interests notwithstanding the public
interest. Relations between an individual and State authorities form a new
conflict zone. These relations and their durability were aggravated by dec-
ades of market fundamentalism’s cult aimed at reducing of the State inter-
vention in the economy.
The prevalence of the economy in the structure of social relations is the base
of the concept of Civil Code as the second Constitution, which is economic.
This factor influenced the behavior and the mindset of individuals. Russian
mass Media has enough worked to create the image of an internal “adver-
sary” in the name of public authorities and the entire public. The term focus-
ing mechanisms of the public governance and all systems of bodies with the
world “State” has come from the press. Hence it follows the nihilistic rela-
tion with respect to will of the State power to regulate social relations in new
conditions and the appearance of the legal nihilism. Crises in 2008-2009 and
the activation of paternalistic functions of the State concerning financial and
industrial sectors of the economy have served to correct this warp in the es-
timation of the modern State role and of the all system of the Public Govern-
ance.
