IV. Some words about the development of the Information Law
Basic rules of the information society’s development are made by infor-
mation legislation. It is presented in the form of branch of legislation in the
national law structure. In the science system the information legislation
makes a main part but it is not only single. Information Law as the legal
science is presented in four forms. It is doctrine and policy; legislation and
its application; educational discipline in university system; feeling for law
and order. That is a concept of the structure of Information Law in Russia.
This fact is confirmed by manuals of the Information Law which were pub-
lished in our country since 1997. The content of Information Law is mainly
defined by legislation’s directions but it has own concept developed by ex-
perts of the Institute of State and Law of the Russian Academy of Sciences.
The sector of the Information Law in the Institute of State and Law is work-
ing for 13 years, carrying out research and expert works.
Components of information infrastructures: information resources, technolo-
gies, communications, right to information of all persons and forms of its
realization and protection compose the general part of the Information Law.
Many legal relations are classified on the subject’s criterion sign and Special
part of the Information Law is formed on this basis. At present the Infor-
mation Law is the base for training and additional training specialists in pub-
lic and private sectors, development of the information culture and popula-
tion too. The Federal program “Electronic Russia” is devoted to these ques-
tions. Besides for the last 10 years a considerable quantity of candidates of
sciences (PhD) and of doctors of law (specialty 12.00.14 – Administrative
Law, Financial Law and Information Law) has been trained in this discipline
in our country.
The scientific research work supported by the grant of Russian Fund of fun-
damental researches according to the project “Evolution of State and legal
institutions in the conditions of Information Society” is carrying out in the
Institute of State and Law.
Specialists of Information Law maintain close contacts with bodies of Sub-
jects of Russian Federation, where State power bodies and special organiza-
tions provide with the programs of Information Society development. Cite as
an example the monograph illustrating methods of solving problems of re-
gional informatization in the Khanty-Mansijsk autonomous okrug - Yugra
with the territory similar to the territory of France.
At present the specialists of Information Law are working with the project of
conception of systematization and codification of information laws in Russia,
and of the proposals about the normalization of Internet ecology. Therefore
the studying of foreign practice of codification of laws in whole and particu-
