of such situation an internal tension in the ZMOS occurred (for example,
the representatives of mentioned towns threatened the ZMOS by a suspen-
sion of their memberships.
Despite of strong opposition at the side of the ZMOS, on 27 Septem-
ber 2005 NRSR approved an amendment of the Constitution of SR and
introduced an external control, realized by the Supreme Audit Office of
the Slovak Republic and its organizational units, with respect to territo-
rial self-government (until this period, external control could have been
done only in the cases of execution of delegated state administration tasks).
The ZMOS considered it a possibility for groundless state interference with
